Virginia Legislative Action Committee


VALAC is a non profit committee of Community Association's Institute (CAI) and is dedicated to monitoring and influencing legislation that affects community associations in Virginia.  VALAC protects more than 500,000 homeowners residing in community associations in the Commonwealth.  VALAC operates solely on the contributions from Virginia members of CAI and other donations.

Membership of VALAC is representive of the three Virginia CAI Chapters - the Central Virginia Chapter (CVA), the Southeastern Virginia Chapter (SEVA) and the Washington Metropolitan Chapter (WMCCAI).  Each group has homeowners, board members, attorneys, developers, reserve analysts, contractors, managers, accountants, and insurance representatives as part of its Chapter membership...giving VALAC a diverse perspective on how bills may impact communities.

The legislation that VALAC monitors, supports, or opposes has a direct impact on community associations.  During its recent history, the VALAC has influenced legislation affecting the following, to name a few:   board and committee operations, covenant enforcement, recovery of attorney’s fees, reserves, nonjudical foreclosure and electronic voting and resale disclosure. 

The VALAC has become the recognized resource for giving accurate, timely, influential input to Virginia legislators.   The member representatives of the VALAC include community association industry leaders throughout the Commonwealth—property managers, developers, insurance agents, real estate agents, mortgage brokers, attorneys, real estate settlement agents, reserve analysts, homeowners and board members—all combine to give the VALAC a multi-faceted perspective of proposed bills.  The result is an approach that is balanced and reasonable.

Each year, at a group rendezvous site, the VALAC compiles the comments of CAI members, the Chapters and each VALAC representative to design the VALAC Agenda for the upcoming legislative session.  It also consults with affected interest groups from real estate agents to mortgage lenders.

VALAC carefully reviews all House Bills and Senate Bills  which affect the Virginia Condominium Act, the Virginia Nonstock Corporation Act and the Virginia Property Owners’ Association Act, and when necessary, immediately sends a Legislative Alert encouraging all CAI members to contact House Members and Senate Members.
