The Virginia Legislative Action Committee (VALAC) is a committee of Community Associations Institute (CAI), a national not-for-profit educational and resource organization dedicated to fostering vibrant, competent, harmonious community associations.
- VALAC is dedicated to monitoring and influencing legislation that affects community associations in Virginia.
- VALAC protects more than 500,000 homeowners residing in community associations in the Commonwealth.
- VALAC operates solely on the contributions from Virginia Members of CAI and other donations.
- The VALAC represents three Virginia CAI Chapters – the Central Virginia Chapter (CVA), the Southeastern Virginia Chapter (SEVA) and the Washington Metropolitan Chapter (WMCCAI). The VALAC is comprised representatives of the three CAI membership categories: Volunteer Leaders (CAVL) which are homeowners, board members; Business Partners (BP) such as attorneys, developers, reserve analysts, contractors, accountants, and insurance representatives; and Managers(MGR) giving VALAC a diverse perspective on how bills may impact community associations.
- VALAC has become the recognized resource for providing accurate, timely, influential input to Virginia legislators.
VALAC Initiatives
The legislation that VALAC monitors, supports, or opposes has a direct impact on community associations. During its recent history, the VALAC has influenced legislation affecting board and committee operations, covenant enforcement, recovery of attorney’s fees, reserves, non-judicial foreclosure; electronic voting and resale disclosure.
VALAC primarily reviews all House Bills and Senate Bills which affect the Virginia Condominium Act, the Virginia Non-Stock Corporation Act and the Virginia Property Owners’ Association Act, and when necessary, immediately sends a Legislative Alert encouraging all CAI members to contact House Members and Senate Members.
